Finding the Shrine of Rakanishu Event in the Dahlgur Oasis
The Shrine of Rakanishu takes place in the Dahlgur Oasis region of Act II in Diablo 3. You can find a sample map of the oasis above, which shows three blue spots. These spots represent the possible locations which the big tile events can spawn, basically those random spawning locations which take up a considerable more amount of room than something as simple as just a dungeon entrance.
The waypoint for the oasis itself always seems to be somewhere on the north side of the map, but it can help you to get your bearings by first traveling to the path to the oasis and moving around a bit to uncover the map there, so when you warp to the oasis waypoint, you can see how far you are from there and estimate the waypoint’s spawn location that way. The overall shape of the oasis map does not seem to change much if at all.
Finally, two things worth mentioning is that first, when it does spawn, the shrine seems to like to show up directly to the bottom left of the waypoint, although still possibly spawning elsewhere. Second, there only ever seems to be one type of large Fallen encampment at a time, whether it be the shrine, the water mill or the Prisoners of Kamyr, meaning one of these others showing up is likely to rule out the shrine.
There is an achievement for completing this event and another specifically for doing so in co-op.

Summoning Stones Destroyed: 0/5
As soon as you approach the event, it will become activated and five summoning stones will be marked on your map, all surrounding a larger stone in the center. You will find there are five Fallen Overseer’s that stand by the center stone and seem to completely ignore you while the summoning stones constantly spew out Fallen Devotees “Disciple of Rakanishu” which are essentially Fallen with the electrified attribute, shooting out lightning charges whenever hit.
Take out the Overseers while they are still ignoring you (they may try to attack you later) and use your best area of effect or anti-horde attacks to handle the Disciples if you can take their shocks. Otherwise, playing on a harder difficulty where the damage can overwhelm you easily, will probably force you to the outer edges where you will have to snipe at or make hit and runs on the summoning stones first.
If you can withstand the onslaught, you can farm kills from the near endless spawns to make incredibly long kill chains if you’d like, which can be useful for certain achievements. The disciples do not seem to provide exp or loot, so farming them for these purposes is probably not worthwhile.
Destroy the Fallen Shrine
The next phase of the Shrine of Rakanishu starts after taking out all five summoning stones. Now you are tasked with destroying the center stone which up until now was invulnerable. At this time it will become electrically charged and shoot out bolts of lightning all round it. Even with this ability, the shrine still falls with some relative ease, making this a simple task if you have already cleared out the rest of the enemies here. Once downed, you’ll receive your experience and gold event rewards.
Note: Rakanishu himself does not show up at this event. He is located elsewhere in Diablo 3.
